In many places, public order offices and muni­ci­pal public order ser­vices (KOD) sup­port the poli­ce enforce­ment ser­vice in city cen­ters and make an important con­tri­bu­ti­on to ensu­ring that peo­p­le can feel com­for­ta­ble and safe in public. 

But espe­ci­al­ly in the Coro­na cri­sis, muni­ci­pal law enforce­ment offi­cers are incre­asing­ly expo­sed to hosti­li­ty and vio­lence. The incre­asing­ly dra­ma­tic attacks have prompt­ed the sta­te par­lia­ment in NRW to take a fun­da­men­tal decis­i­on on the direc­tion to be taken. 

Amend­ment Of The Law On Regu­la­to­ry Authorities

Back in June, the sta­te par­lia­ment pas­sed an amend­ment to the North Rhi­ne-West­pha­lia Regu­la­to­ry Aut­ho­ri­ties Act (prin­ted mat­ter num­ber 17/11622). With this draft, the sta­te govern­ment is imple­men­ting a cen­tral demand of the NRW coali­ti­on: The cities and muni­ci­pa­li­ties in North Rhi­ne-West­pha­lia now have a legal basis for using body cams for their muni­ci­pal law enforce­ment forces and came­ras in pat­rol cars of the law enforce­ment agen­ci­es. The came­ras ser­ve to pre­ser­ve evi­dence and also have a deter­rent and de-escala­ting effect. 

Our dome­stic poli­cy spo­kes­man Chris­tos Katz­idis explains: 

“This is a mile­stone for streng­thening muni­ci­pal secu­ri­ty respon­si­bi­li­ties and, abo­ve all, for the secu­ri­ty of our muni­ci­pal law enforce­ment forces. It is our duty to pro­tect tho­se who pro­tect us — and that is what our law enforce­ment agen­ci­es do, in addi­ti­on to the poli­ce, who alre­a­dy have body cams. Along­side the poli­ce, the muni­ci­pa­li­ties are an indis­pensable pil­lar of order and secu­ri­ty poli­cy in North Rhi­ne-West­pha­lia, as they are pri­ma­ri­ly respon­si­ble and accoun­ta­ble for aver­ting danger.”
