Con­gress On Muni­ci­pal Hazard Pre­ven­ti­on: Body Cams Sup­port Law Enforce­ment Services

On Sep­tem­ber 28, 2022, the Fede­ral Con­gress of Muni­ci­pal Order of the orga­ni­zer Behör­den Spie­gel will take place in Dort­mund with the main focus on “muni­ci­pal dan­ger pre­ven­ti­on”. As a manu­fac­tu­rer of de-escala­ting body cams, Net­Co will also be repre­sen­ted the­re with a booth and will pro­vi­de infor­ma­ti­on about the use of the came­ras by law enforce­ment agen­ci­es, among others.

More Respon­si­bi­li­ty For Muni­ci­pal Law Enforce­ment Officers 

Inter­nal secu­ri­ty tasks — such as issuing expul­si­ons or che­cking demons­tra­ti­ons — are incre­asing­ly being taken away from the poli­ce and taken over by the field staff of the public order offices. In the pro­cess, the task forces are repea­ted­ly the vic­tims of (vio­lent) assaults. The Fede­ral Con­gress of Muni­ci­pal Order addres­ses this pro­blem and crea­tes an infor­ma­ti­on and dis­cus­sion plat­form, which Net­Co glad­ly sup­ports with its body cam know-how.

Body Cams Help Law Enforce­ment Agen­ci­es Avert Danger 

Last year, the sta­te par­lia­ment of North Rhi­ne-West­pha­lia saw the need to amend the law on public order aut­ho­ri­ties due to incre­asing attacks on muni­ci­pal public order offi­cers. Sin­ce then, the public order ser­vices have been allo­wed to pro­tect them­sel­ves with body cams just like the poli­ce offi­cers and to use the image and video mate­ri­al after an assault to pre­ser­ve evidence.

Sin­ce the begin­ning of the year, the city of Duis­burg has the­r­e­fo­re been inves­t­ing in the safe­ty of its field staff and has equip­ped them with the Net­Co body cam. The field staff of the Citi­zens’ and Public Order Office report that the­re have been no (ver­bal or phy­si­cal) assaults on the staff sin­ce then. In par­ti­cu­lar, the lar­ge and cle­ar­ly visi­ble front dis­play of the Net­Co Body Cam has a de-escala­ting effect in cri­ti­cal situa­tions. This pre­ven­ti­ve effect of the came­ra ensu­res that trou­ble­ma­kers refrain from fur­ther actions and pro­tects the emer­gen­cy forces as well as unin­vol­ved third parties.

The posi­ti­ve body cam expe­ri­en­ces from Duis­burg should also moti­va­te other muni­ci­pal law enforce­ment agen­ci­es to test the came­ras. As the topic of body cams is still new on a muni­ci­pal level, Net­Co invi­tes to the “Body Cam Con­fe­rence” in Colo­gne for the second time on June 14th, 2023, and in this way pro­vi­des a plat­form for the exch­an­ge of expe­ri­en­ces and infor­ma­ti­on.
