The Müns­ter Muni­ci­pa­li­ty in North Rhi­ne-West­pha­lia (300.000 inha­bi­tants)  is equip­ping its muni­ci­pal public order staff with body­cams to increase their safe­ty. The use of the body­cams is limi­t­ed to cer­tain are­as of operation.

Main Objec­ti­ve:

The main objec­ti­ve is to increase the safe­ty and pro­tec­tion of the Muni­ci­pal Public Order Ser­vice employees by equip­ping them with body­cams. This makes it pos­si­ble to docu­ment poten­ti­al­ly dan­ge­rous situa­tions and ser­ves as a deter­rent to conflict.

Appli­ca­ti­on:

The body­cams are to be deploy­ed only in spe­ci­fic, pre­de­fi­ned loca­ti­ons,  in are­as with hig­her con­flict poten­ti­al. This respects the pri­va­cy of citi­zens and addres­ses data pro­tec­tion con­cerns to a cer­tain extent.

Feed­back:

The intro­duc­tion of body­cams has both sup­port­ers and cri­tics. Data pro­tec­tion­ists have expres­sed con­cerns about data pri­va­cy, while law enforce­ment staff are opti­mi­stic and expect the body­cams to increase secu­ri­ty and make their work more effec­ti­ve. Actu­al expe­ri­ence and feed­back will show how suc­cessful this pro­ject is.
